I used to be able to see my hidden groups on my board and drag cards into them, but now I can't see the list anymore. I don't want to just make a group visible or hidden, I'd like to see a list of categories without seeing all the cards in these groups, so that I can drag cards to them and keep my view simple but organized.

You used to see hidden groups on the board and drop cards into them without showing every card.
Notion folded that tray. It is still there, it just moved.
Scroll the board all the way right. There should be a Hidden groups control at the end, sometimes a chevron, sometimes the words Hidden groups. Open it. The names show. The cards do not. You can drop onto a name.
If that control is gone: click the grouping property, or the view’s … then Groups. Hidden ones live in that list. Same drop target.
Do not unhide a group just to file a card. That is how the board gets noisy again.
If you grouped by a relation instead of a status or select, the tray is flakier. Status or select holds up better for this.
